How do I treat dark skin around the eyes?

It%26#039;s NOT the all too common dark circles or puffiness, it%26#039;s my upper lids, they%26#039;re very dark and aging me far too early. I tried a bleaching cream that had no effect and did little more than dried the skin out.|||Potatoe Juice?
